Of course you can have a Vulpix. You'll also receive $3,000 with that, and she will know all of her level up moves as stated in the Ultra Dex. As for the other things, you should prolly read The Rules and our FAQ Sorta Thing.. Ask me questions if you're confused, kay?

Unfortunately, you cannot start with a Dratini - they're one of the few Basic Pokemon considered powerful enough for a new Trainer to have difficulties controlling. Please pick another one that isn't on the blacklist and we'd be happy to give it to you.
