Has Bulbagarden really gone so far that it now needs basically an internal affairs for an internet forum? Really it just seems so bureaucratic just to deal out some good old fashioned punishment.

The word "quadragonal" is the only word with "dragon" in it where "dragon" is not a root word. That makes it awesome.
We think it's a good way to be at least reasonably transparent while maintaining the operation of the site. We could, of course, not do this and just end up in a situation where there's no transparency and moderators can do whatever they want. Which is, if you ask me, a bad situation. So we have a method of dealing with user complaints with respect to moderators and staff.
And by nature that is going to be bureaucratic. But considering the alternative I outlined, I think this is a step in the right direction. Pretty much every company in existence has a complaints process to deal with rogue or otherwise bad employees. We're doing the same. We don't expect to use it often (hopefully, we never use it) but it's good to have a publicly stated policy in place. I think so, anyway.
