There isn't a set date as of now, but at least a week from yesterday.

It happens whenever it is felt that there is a need for one. I don't want to say more than that.

Even if you don't think you'd be successful, in my opinion I would apply anyway.

It helps us if you can submit applications for all the sections you're interested in, but just FYI, there may be some people who have applied for certain areas who will end up being offered mod spots for different sections on the board. This will mainly be where we're opening something new soon, related to the original application. (eg. Writers Workshop applicants being offered positions with the Library).
