Well, if we see more gender inconsistencies, then I'd say gender isn't set, but of all the videos I've seen searching for Red using Pikachu, all other Pokemon had the right gender. Even Alder's Krookidile that he seemingly borrowed from Grimsley is gender-consistent (though Chandelure isn't consistent with Shauntal).
EDIT: I've found a triple battle with Alder, with gender inconsistencies betweeen the Krookidile, Chandelure and Reuniclus he used in singles...but again, this is a triple battle team. It would be quite sad if their genders were randomized making it seem like they had multiple, when in reality, they don't.
I think we need to start looking at multiple battles to verify this.
EDIT 2: I've found a single battle where Alder's Volcarona also changes genders, as well as Lance's Dragonite. I guess its more or less confirmed then. What a massive oversight for Game Freak.

That's not surprising that the genders aren't fixed. Happens with Frontier/Subway Pokémon too.
Evidently, World Tournament wasn't the only point of laziness with regards to Pokemon....Battle Subway didn't change at all despite new Hidden Abilities being available and new move tutor moves. I guess when Game Freak said they gave it their all, I was right when I assumed they were only talking about Pokewood and possibly the music--the only two things that haven't disappointed me to a degree.

Full trainer listings now available. Haven't looked at everything yet, but a lot of the gym leaders in the Mix and Driftveil use multiple of the same species.
Also, the two teams reported earlier that the trainers choose from? Turns out one team is exclusive for their gym's regional championship (uses the teams more typical for the region their in) and one for the Global tournament
EDIT: Oh, and you know how Bianca was all like "I'm too weak" in BW? Yeah, she participates in the World Leaders Tournament with this team:

Also, Game Freak predetermines losses for random trainers in the Type specialist tournaments, so while there are only up to three or four teams program, eight people do "participate"
Essentially, they are just pretending this is a tourney-tree.

Remember that poison team we thought was Koga's? I knew the Pokemon selection was a bit atypical of Koga's theme, and it turns out the team with Muk/Swalot/Dustox/Skuntank/Victreebel/Gengar is Pokemon Trainer Botsuri
Interestingly, there are trainers with Western names, such as Thatcher (Steel specialist). How much do you want to bet Thatcher is going to be changed to something else?

I don't get why they couldn't through in extra E4 members to fill in the void.
Especially if you look at the Dark type teams.
Actually, I have to thank you for getting me to focus at the Dark Type teams, because it brought my attention to this:
Pokemon Trainer Vito:
Shiftry, Honchcrow, Absol, Skuntank, Crawdaunt, Sableye
Looking at his Pokémon, he has no Unova dark types, and his current team is biased towards Hoenn Pokemon. What I find interesting is also the use of Shiftry on his team, given that there is another Vito from Hoenn who also uses Shiftry (Japanese name is same as English). It would be really cool if he's the same guy. Then again, if this is a shout-out, the localisation team may miss it. I recall a cameo appearance by trainers with teams ressembling movie characters, that had their Japanese names, but the cameo was lost in translation.
@bluesun, do you know if his dialogue mentions where he's from?

Nevermind, I misread the name chart (mostly because the VA listings has the Japanese voice actors paired up with the English character names).....a bit disappointing.

@The Outrage; His dialogue doesn't mention where he's from. And he's Vito (ヴィトー) in B2W2.
Though he does have interesting lines... "Vito: Oh, the weight of my sin...! The sin of stealing the 10-yen coin I found dropped on the road...!"
