To some extent Norman, but that's really only if I don't have Breloom, consider my despise for Combusken/Blaziken. I guess he's easy enough with those on your team, without something powerful fighting, you might need some persistence.
I can't remember Whitney being too much of a hassle. Well, could be because my favorite tactic was Geodude with Selfdestruct, but it worked nicely, but it's not like that's a necessity at all. I didn't have any problems with her in both my runs in HG (going to have a new run with Cyndaquil now, let's see how that turns out).
Clair can be annoying, but I don't generally find her that problematic, as my team usually can handle most situations at the time (let's see how she likes my Kingdra!)
I think Whitney was the hardest gym leader because of her Miltank. I also think Clair was hard because of her Kingdra and Fantina had the hardest gym leader party in Diamond and Pearl with her Drifblim, Gengar and Mismagius.
For some reason I don't recall ever having that much trouble with Whitney and her satanic Miltank..... I remember seriously struggling with Juan, his Kingdra in particular.
Whitney no doubt, since there wasn't any access to get a fighting type besides a Machop from trade at Goldenrod City.

Wallace, mostly because I had started with Torchic the first time I battles him, and had many Pokémon that were weak to Water.
Whitney in Gen.II was the hardest of all times. Norman as second-he ended my Sapphire Nuzlocke run. Elesa third:those damned Emonga were tough.
Clair was easy for me,but Chuck's Poliwrath gave me some trouble.
Fantina in Platinum... were there any Pokes available that had an advantage over her Mismagius only two badges in? That thing was wicked strong for that point in the game.
Norman isn't too bad, just gotta stall that Slaking's Facades with Protect, and attack when he isn't looking.
Wallace, on the other hand, was pure hell with that damn Milotic knowing both Water Pulse y Ice Beam, taking out damn near every 'Mon I had (including Breloom). Then again, it isn't all that hard either if you use Shedinja.
Whitney definitely wins this one, no contest. Especially in Gen-4, since her damn Moo Cow can:
- Take out any Gastly you bring in via Scrappy,
- Put the hurt on that Geodude you sent in with Stomp of all things,
- Kick your Quilava's/Pidgeotto's ass with Rollout,
- Incapacitate that traded Machop and any other male 'Mon you send out with Attract,
- And just when you thought it was too horrible to be true, it heals itself with Milk Drink!
And the sad part is, it's actually one level lower in HGSS than it was in Gen-2, so it should really be weaker.
Norman, hands down. Gen 3 had some tough gyms in my opinion.
I might be the minority here, but I never thought anything of Whitney until I became more active in the Pokemon online community. Utill I started reading about people having a tough time with her, I never gave her a second thought
I had a bit of trouble with her in Gold, when that was my first game and my team was Quilava and Spinarak, but in HG my quilava had no trouble with her. My sister's first game was SS, and she beat Whitney without any difficulty as well. I guess some people got a lucky match, and others got a match from hell.Quote:

Clair's Kingdra was really hard to beat, especially with my fire-type starter in SoulSilver. Sabrina kept on beating up my Venusaur in LG but I finished her with a Snorlax.
I wanna say Clair, but that's because I was nine the first time I faced her gym in Gold, and wasn't exactly sure what beat the mons in her gym haha. Whitney though, well she gave me trouble in Gold, Silver, Crystal, and HG. It didn't help that I always had Quilava, and Pidgey on my teams, but still besides them her Miltank caused trouble for anything I sent its way.
