No, because Wondercard Pokemon are set to never be shiny unless they are specifically programmed to be a shiny event Pokemon.

This is odd. I've seen everything in Unova barring Keldeo, Victini and Meloetta, and Juniper just says "A little more work, and it'll be complete!" if this is a bug, I can't believe they missed it. =/

Is there any way to transfer pokemon from Diamond to BW or BW2?
I wanted to transfer a Piplup over to B2 but I'm not sure if I can.

Of course you can, but you have to beat the Elite Four first. Then, near Black City, there's a laboratory where they'll teach you how to do the transfer.

Yes, there is no way to get it shiny legitimately currently.

Its not as those 2 of those pokemon so far have been offered as events so they are obtainable.

It's not a bug. You need Victini to finish the Unova Pokedex.
