Nope. I've done that to Pearl and it works just fine. The gameplay clock just doesn't up anymore.

Ok. More specifically, what's going to happen when the time reaches 999:99? To be honest, I kind of worried because Pokemon Black Version happened to be my first real pokemon game.

It stops at 999:59 and just sits there without affecting gameplay. I asked this question myself some time ago.

That is correct. The only thing that will happen at all is that the clock stays at 999:59. Nothing else will happen.

I have a question, If you restarted your pokemon black and white, would you get a whole new game id when you reached that point in the game?

Do you mean Game Sync ID? Yes you would get a new one

How should I train my Eelektross?
Ev train him in his defenses or Hp?

I'd personally put some into both and then some EV's into Attack or Special Attack depending on whether you're going to use it as a physical or special attacker.

Since the game only cares about how much you end up with, I don't think it really matters when you decide to get them. That being said, you might prefer getting them with Milotic if you plan on battling them directly (versus switching out for another Pokémon) due to Feebas's stats and movepool.

If its a gift starter, just keep soft-resetting. You're bound to get one eventually.
If breeding, odds are you'll get at least one female every 6-10 eggs. Though a tip i do to save on daycare fees and avoiding boxes upon boxes of babies, is to have a magma armor/flame body pokemon up front, save in-front of the daycare lady, give her the breeders, then just keep riding around til you get a batch of 5 eggs. Ride around to Skyarrow Bridge until they hatch. If none come out the way you want, soft-reset and repeat until it happens.

Well, at first. I got a Feebas first and then evolve him into a Milotic with the Prism item in order to fulfill my pokedex. Then I train him or before that. To tell you the truth, I plan to raise a Milotic who will have the combination of Rest and Sleep Talk. Of course that Milotic can learn Sleep Talk in Black 2. Now may I want to ask you this again. Should I EV train a Feebas or Milotic after he evolved or something else? I got EV reducing berries just in case that I did wrong.

You might be better off EV training him as a Milotic, considering he's stronger when he evolves and can use more attacks for battling, but it dosen't really matter as Pokemon can earn EVs evolved or unevolved. It simply will probably be easier when Feebas is evolved.
