Wikipedia says that the N3DS has 'Regional lockout for 3DS software between Japan, America and Europe/Australia.'
Does this mean if you buy a N3DS in Australia, you can't play Japanese/American/European versions of the game on it?
Or say you buy the N3DS from Japan, you can't play English versions of Pokemon?

To clarify, you can play all the DS games on any original DS system, but Black and White will only work on a DSi/3DS from the same region, due to using DSi mode to access the cameras. Future games released for the 3DS exclusively would similarly be locked to the console's region.

Yes. Black and White will work on any DS or DS Lite, but they will only work on a DSi, DSi XL or 3DS from the same region as the game. This is because DSi software is region-locked, and when Black and White detect they're running on a DSi, they switch to DSi mode to make use of the cameras. The Gen IV games have no DSi enhancements, so they will work on any kind of DS system.
