Well, it seems that those non-Shin'ō legendaries are indeed obtainable in-game... probably requires you to complete the Shin'ō dex first, however.
Perhaps a few of them are available on the island to the northeast of the mainland of Shin'o? Anyone with DP get that far, yet? I assume it's not available until after the league, being that that comes between Route 223 and 224... and the island goes from 225-230.
They'll probably (finally) introduce the Orange Islands like they're supposed to.

Alot of old Pokemon, not in the Shinou dex, appear after the E4, some for capture.
And they appear in the mainland routes too.
It's really funny how you never encounter them while travelling through all those same places BEFORE you get the ShinOu dex.
