The wings match Murkrow except for the lumps.
Maybe it's 2 pokemon fused like with Kyurem and Reshiram/Zekrom.
You don't have to deform a Fearow a lot to get something like that.

I thought it was Articuno at first glance, but now I think it's a placeholder image for "some bird Pokemon, who cares about the details it's just a shadow!" Though why would they do that, I don't know. :\
Honestly, it doesn't look like any bird Pokémon we've seen so far.
A part of me is baffled by the fact people are seeing Articuno and Pidgeot in it, though. XD
EDIT: Actually, it looks like Archeops to me the most.
It's just a silhouette. That's how Pokemon appear.

RE: archeops: that would be the weirdest shaped archeops ever! why is its head so huge? and where are all its tufty feathers? and why are its wings shaped wrong? i understand thinking that straight off, but if you look at a real pic of archeops beside it...well it just has a gigantic head and not enough feathers + the wings.
even if it was flying at the camera, it wouldn't make its head all gigantic like that... in fact flying at the camera you might not see a head at all... and flying away wouldn't make that head piece so gigantic.

Argh, I don't like that they've done this to us! I don't want to jump to the "it's a new Pokemon!" conclusion, but I've been pouring over all the bird pokemon to see if anything matches, and I can't come up with anything. The part that really gets to me is the rounded part of the wings. You could call 3D model distortions for everything else (although I feel that even a 3D model shouldn't be THAT distorted) but I can't think of ANYTHING those rounded bits could be. It's really frustrating!

The difference is that the TCG silhouette was found by fans with extra time on their hands who delved into the TCG website's coding. In other words, it wasn't supposed to be found. In contrast, the current silhouette was revealed through official footage that was created by Nintendo; they definitely wanted us to wonder about it.
How about they showed a screenshot to show us how it worked?
