An important question about Sky Battles is does the Pokemon itself have to have levitate? Bronzor and Bronzong have Levitate as their first ability, but they could also have Heavy Metal or Heatproof. If it had one of the other abilities, could it still participate.
I think that all Pokemon like this should be able to, and if they can't by the release, then GF probably didn't even think about it.
Although, it depends on how they do the coding. I'm guessing that it will check each Pokemon before battling to see if it's Flying Type or has Levitate. Something like:
If (This Pokemon's type is Flying) or (It's ability is Levitate):It can participate
Else: Can't participate
But, if they just make a list of Pokemon that can participate, then the problem will be easily solved. This will also allow Pokemon like Golurk and Beedrill to join in Sky battles. However this would take more processing. (I'm guessing. I'm kind of new to coding.) It would have to scroll down the list for each Pokemon in your team to see if they're on the list.
Checking individually to see which Pokemon in your party are eligible for sky battles wouldn't be any harder than, say, checking to see who's compatible with a TM or HM, I don't think. Actually, giving each Pokemon a flag somewhere in their dex data indicating eligibility would probably be simpler than having it check both type and ability, and it'd also give better results (with Pokemon like Beedrill and Golurk, as you said).
No matter which way is done however, I'm just glad my Dragonite is eligible to participate.

Personally, I think it would be smart to just go through the whole pokedex and select individual mons rather than a large group. Flying types like Doduo don't even have any form of flight, like wings. Some pokemon without a Flying type or Levitate ability still have wings and can learn Fly, like Volcarona.
Dodrio have always been able to learn Fly (I've no idea how, and it's strange, but it can fly). I imagine having Doduo and Dodrio being able to participate in Sky battles will look strange, but it won't take much getting used to, especially if you ever played Pokemon Stadium.

But that's in the context of the move, not the type. The Japanese name for the Flying type translates to, well, "Flying".
Well, Skarmory will surely be OU in Sky Battles lol.
Charizard/Moltress/Ho-Oh, Zapdos/Emolga, and Elektross. Oh, and Flametalon as well. All of these will be able to hit it super-effectively with STAB; the Electric types will resist Skarmory's STAB attacks as well. Even something like Gyarados might be able to punch through its defenses after some Dragon Dances.
