I think Venusaur should get more poison moves by level up such as Sludge Bomb. I also want it to get Leaf Storm by level up.

I have to agree with you on Zangoose and Mightyena. But Machamp is even described as "leaping into action before thinking". Drain Punch seems like a quite nasty and planned move to me, so that could explain why it doesn't learn it. But that is just my assumption.
It wonder about the incompatibility of Dragon Claw with Drilbur/Excadrill. Excuse the rant but Eelektross can learn it, Treecko line too, even Scrafty can learn it! It's japanese Name even references dragons (although that may be simply the wrong reading)however, this would be further supported by the fact it's owned by a Iris in the animé. And last but not least, it's got huge metal claws...

This is what I have for now, I'll be thinking about it more throughout the next few weeks, though.
Charizard should learn Stomp. That just seems natural.
Pidgeot, Rapidash and Linoone should all be able to learn Extremespeed. They are supposedly extremely fast, so why no Extremespeed?
Vileplume should be able to learn Amnesia. It just seems fitting.
Poliwrath and Dizzy Punch. Why has this not happened? He makes you dizzy just looking at him. Make it so.
Marowak should have Shell Smash. I don't know why I though of this, maybe they just carry around random bones and shatter them? It just seems befitting.
Emboar needs Fire Punch. Duh. And for some reason, so does Sceptile. I'm not sure why, but it makes sense to me, like Charizard and Thunder Punch.
Qwilfish with Spike Cannon, and I feel like Tangela could use that move as well.
Armaldo should Surf, it's based on one of the first big aquatic animals, it should Surf. And Torkoal should as well. It just seems like the kind of Pokemon that just don't give a shot about what it's weak to; if there's a food over there, swim to get it. I like Torkoal, by the way c:

I think they should bring a Bullet Seed tutor in in BW2, so that Breloom can have Technician and Bullet Seed.

But! I do think that most of those things listed make less sense, though I would argue Charizard and maybe Vileplume's case. I just see Charizard walking up to a smaller opponent, like a Caterpie, and just stepping on it. I guess Stomp's Japanese name (Trample) makes less sense, but I still think it's more fitting than it is for Krabby, or say, Kingler. With Vileplume, it just seems like the dense kind of Pokemon to use Amnesia. I dunno! Like I said, 2 in the morn', I don't think things through. The rest of those have no excuses, I apologize. With Tangela, I might have meant Spikes, but I don't even know anymore!

And to fit in with it's foretelling of natural disasters, I see Absol with Twister and Earthquake.
I imagine these ideas are, uh, just a tad bit more realistic, or, you know, PLAUSIBLE, ahahahaha! XD
Gyarados should be able to learn fly, or some other flying type move. It's been a water/flying type since gen I and it can't learn any flying type moves at all, excluding dream world magikarp that can know bounce. Seriously it should learn some kind of flying type move, that or change it's flying type to dragon since it practically is one.

* Bibarel needs Aqua Jet. It can already learn Quick Attack so another priority STAB would work great with Simple and Curse. Probably not enough to necessarily make it competitive, but it would sure be an improvement.
* Mandibuzz looks like it would be a great Pursuit user since its whole game relies on stalling and forcing switches. I was kinda surprised when I learned it didn't get it.
* Phanpy and Donphan need some way to learn Water Gun again. They had it as an egg move in Crystal and then lost it in Gen III onward.
