Most likely the latter, since the Pokédex number should not be ??? - that seems to me to indicate that the National Dex has not been obtained yet. And there's no way that you can have a L.5 final form in normal gameplay.
Wow, Aruseus, level 5? Yeah, definitely not possible. Looks beautiful though. Erureido, not quite so beautiful XD, looks like a puppet.

So Aruseus is all 17-types at once? Does that mean it has no weakness and resistances, or it has the sort of weaknesses and resistances one would expect if you actually mix all 17 times and add up the pluses and minuses? It problably gets STAB for every move, anyways.
Anyways, I suspect Aruseus is this generation's Deoxys, anyways.

There are three Pokémon positioned after Manaphy in the National Dex: Darkrai, Shimii and Aruseus.
Darkrai is positioned right after Manaphy, as Deoxys is to Jirachi, and even shares the same total base stats with Deoxys (with distribution different to that of Mew, Celebi, Jirachi and Manaphy). It is the fouth generation's Deoxys.
Shimii undoubtedly joins the aforementioned four legendary Pokémon, while Aruseus is unlike any other. This should remind us that Jirachi and Deoxys are not the sole phantom Pokémon of the third generation, with Mew, Celebi, and even Lugia and Ho-oh holding the title as well. It follows that Shimii is the new Mew/Celebi (an event Pokémon not found in the main titles commencing the generation), while Aruseus is the new Lugia/Ho-oh (likewise).
It would appear that there is only one item-dependent event in Diamond and Pearl, and my bet is on the secret legendary Pokémon being Fione (and possibly Manaphy, removing the need in Ranger).
Aruseus looks like Shining Flare Wingman breeded with Girafirig....
I think he's supposed to be a Quilin.
Well, thanks to the diligent work of Coronis of Serebii.net, we now know that Arseus changes its type to any of the 16 types other than Normal by holding certain special Plates. How profound is this, really?
We finally have the first and only pure Flying-type in the game--Arseus + Blue Sky Plate!
Shame this won't really be practical for those of us who don't make use of legendaries...but still, that's gotta count for something, right?![]()

We also kinda have a legendary of each type now. (Since Regigigas is normal.)

Precisely. Although I hope that doesn't stop GameFreak from considering TRUE Bug, Fighting, and Poison legendaries in the future. Personally I think a trio of giant legendary insects would be kinda cool, to hark back to classic monster movies: an ant (Them!), a moth (Mothra), a tarantula (Tarantula!), or a praying mantis (The Deadly Mantis), etc.
Anyway, they're obviously not going to do legendary birds for me again.
Interesting that we got TWO Normal-type legendaries this time around where we haven't had any before. I honestly wouldn't have expected that, being that "Normal" gives the connotation of "regular" and lacking any "special" merit that the other 16 non-regular, special types have. Regigigas (gosh golly that looks goofy with all those 'g's) is especially interesting; he doesn't exactly mesh with the types in the Regi set, but whatever, the Regis have their "guardian" now.
So many legendaries in general, though...make it stop...

I think the idea behind Regigigas is that its sort of like Ice, Steel, and Rock all combined which have canceled eachother out to make it Normal.
