CLAY. Seriously, none of the Pokemon I had were good against him, so I nearly lost when I battled him. I somehow beat him on my first try, but barely. None of the other gym leaders really gave me any problems. I had Pignite by the time I got to Lenora, so I thought she was actually easy.
Elesa's gym was so hard. That Volt Switch was devestating.
And remember kids: in the games your pokemon won't evolve at a ridiculously convenient moment and type advantages/disavantages actually work like their supposed to.
Lenora for sure. I swear, every time I face her... Retaliate is surprisingly damaging than used right, and there's been many times where her Watchog have fainted most of my team before finally bringing it down. I've been beaten by her twice before, but that's mostly because I was completely unprepared at the time and didn't know what to expect. She's the sole reason why I won't Nuzlocke in BW. Well, that and that it takes forever to grind.
Elesa on the other hand however, I've never had trouble with her.

I had a little bit of trouble with Cilan (i chose oshawott). I didn't want to train the pansear i got so i tried to get his pansage as low health as possible
then purposely die then switch to oshawott and tackle but he always was faster and i wouldn't have had to go back to the pokemon center if it wasnt for that damn work up.
other than that B/W was the easiest Pokemon game i'd ever played.
I think it all depends on who you have on your team at the time. I'm playing through White 2 and just got Black and Black 2 yesterday so my hardest will differ. In White 2, I really struggled with Skyla. That Swoobat gave me a hard time with St. Elmo (My Eelektross) who was a Tynamo at the time. I also had a hard time with Drayden. I beat him on the first try, but I had to grind forever to get everyone to level 50 before I even battled him (I wound up switching one of my Pokemon out of my team for my Aggron because I needed a defensive wall on my team so I had to train him up from a level 30). I don't like to lose against anyone in the game ahaha. When I ran into Hugh in Undella totally unprepared, underleveled, and overwhelmed with shipping feels, I was so upset when I lost to him haha.

The majority of my friends say Lenora was exceptionally hard, yet she was a breeze for me in BW1.
Elesa was unreasonably tough for me. I must've gone against her maybe 5 times during my original playthrough of Black.
I had the toughest time against Drayden's gym in Pokemon White 2. All the trainers had very tough and high level dragon Pokemon, and I had very few attacks that were effective against them. If I didn't teach my Lucario Ice Punch, I dare say I would've have lost most of my money.

In Black 1, I had the most problems with Elesa and her damn volt-switching team. In the sequel, I took care of that problem with a Sandslash. However, that does not mean that my gym quest there was easier. No, instead I got into a real problem with Marlon. That Wailord and that Jellicent, I hate them. And, strange as it might be, I think that the gyms in the sequel were harder in general. I hate using items during gym matches. But I had to use them more often than I liked in the sequels. And I definitly know why I pay attention to the nature of some 'mons, even though I don't play competetively nor do I have much experience with EV-training... Gotta love my Stoutland with attack-boosting nature and retaliate and/or strength in its moveset...

Gwah. I had the most trouble with Elesa on my original run of my White game when I first got it. I was totally unprepared for Volt Switch and it drove me insane. >.< I hate Emolga so much now after that. :P
But, I guess Drayden would of had to be my hardest for my Black 2. I had used transfer on my Black game (had finished it) and got my Giratina from my Pearl game, and it, unfortunately, was a level 71, so it wouldn't obey me and such. Thankfully it came through with me a few times, but still, if I was my character I would of slapped Valentine (my Giratina) for being such a troll. :P You're just one level higher I mean c'mon let's just work it out. xD.
So yeah. I didn't really have much trouble with any other gym leaders in my White 2 and my Black game. By then I was prepared. :3
Still, Elesa was a nightmare. >.< Grrr, curse Emolga...

Lenora kicked the crap out of me in Black by using Retaliate (which is way OP for the 2nd gym), but I never tried using Sawk, so I might have made out better using that.
Cheren is pretty ridiculous as well, and the only way to beat him easily is to grind for like, an hour, to get Riolu to Lv. 15 so it can learn Force Palm.
IDK which one is tougher, though.
Riolu a bit but not all that much.
But nothing can ever compare to Elesa and her flying rats. Ugh, that was a nightmare.
