Still if he is Foreign Hoenn makes the most sense... Hoenn is famous/infamous for it's many sea-routes... he's very tan which would fit Hoenn since it's tropical compared to the more temperate Kanto/Johto and chilly Sinnoh... plus were else would be be from? though nobody speaks in a Kyushu accent doesn't mean they could use it to show he's from Hoenn being the poke-earths version of the island. Plus it's the only other region who had two different Water Leaders (Wallace/Juan and Cress/Shizui)

Really surprised Shizui is number 8! So his team will be pretty powerful. I expect Jellicent,Seismitoad or Samurott in his team or even 2 from these! Hopefully he will be a real challenge to beat! :D

I don't think Daikenki fits him. I can see Shizui with Hiyakkie, Golduck, Mamanbou, Runpappa, Abagoura, Whaloh, Laplace, Gamageroge, Mantain, Burungel. Only 3 of them, obviously.

My guess is: Golduck/Whaloh, Runpappa, Abagoura/Burungel.

Shizui being 8th is pretty cool, I'd had expected the Dragon Gym and Drayden to be 8th but Water again is nice. The only problem that I have with it is that Drayden will now likely be weaker than he was in BW.

Heres hoping that Shizui has a Lapras.

maybe a small hint? or they decided it to where everybody in Hoenn speaks in Kyushu accent? I'm just guessing Hoenn still seems the most likely place if he is indeed foreign... why give him a Kyushu accent if he was from somewhere like Kanto or Johto? and I can't really seem him being from Sinnoh... or maybe they were to lazy to make everybody in Hoenn have a Kyushu accent in the original games and decided to make it so? what accent do they speak in the Japanese games anyway?

Foreign doesn't mean "from a region that we've already created"

Unova certainly didn't exist when the foreign Rocket grunt was conceived in GSC, and we don't know where Gracia is from.

That could be true as it is possible that Glacia is from Sinnoh (which is definitely colder then the Tropical Hoenn) and Agatha also could be from Sinnoh because she might be related to Bertha (they look far to like for it to be a coincidence or Bertha could be from Kanto...) but if he is Foreign Hoenn is still the most likely place unless we get a Sevii Islands thing like we did in FR/LG and he's like Lorelei an Islander... you never answered my question though which accent do they use in R/S/E?

They don't use one. It's standard Japanese dialect.

One of my big hopes for BW2 was that Gym Battles would be more challenging, so I'm really disappointed that Shizui is 8th, because that probably means none of the Gym Leaders are going to have more than 3 Pokemon again.
Cheren's team is downright pathetic, and Homika looks like she'll be infinitely easier than Lenora was too. Colour me unimpressed.

Fantina was described as foreign too, but they never said where exactly she came from. This is probably the case for Shizui.

Oh... cool...but yeah I still think Shizui is from Hoenn if he's foreign it would make sense and it could be a nod to Hoenn who is the only other region who had 2 Water Gym leaders. and maybe Fatina is from a region based on France?

If they wanted to stress Shizui is from Hoenn, then why not, you know... just say he's from Hoenn? They wouldn't give him an accent to reflect his home region if that region's people never actually spoke in that dialect.

maybe they wanted to keep it a surprise? You never know what to expect from Game Freak...
