Famitsu's early-game walkthrough confirms that Cheren uses a level 13 Lillipup, while Homika uses a level 18 Venipede.

It's like the poor leveling of the Johto games without a full-fledged second region to compensate for it. What are they thinking?

I'm not surprised about the low levels. Black & White were insultingly easy, and I didn't expect the sequels to be much tougher.

As for the levels, they don't want the games to be too hard for the children I guess, though Homika is already looking much easier than Lenora was.

I wonder if there'll some kind of level jump from Homika to Burgh. It'd suck to have the returning Leaders from Black and White with lower-leveled Pokemon than two years ago. Or maybe Elesa is the fifth Leader this time around, which explains her slightly higher-leveled Flaffy.

I'm sorry; I didn't mean to insinuate anything about there being a second region. Black and White also had slightly lower leveled Gym Leaders than usual too, without a valid reason for it. Maybe they're just really trying to make this more accessible for the younger crowd.

I'd say it's a pretty safe bet to say Elesa is the 5th gym leader now. We know there's a road block between Castelia and Nimbassa. Up until now, we assumed we get rid of that road block first. However, I'd say we backtrack and go through the underwater tunnels, reach Driftveil, letting us fight Clay, and then we get to fight Elesa.
This of course means Clay is weaker.
You know, the lower level curve at least make sense for this game given that your first gym battle is against Cheren in your home town.

Doesn't really make it any more appealing to me, to be honest. Homika is still pretty weak, and it seems Elesa's going to be a weaker 5th Gym Leader now than Clay was back then. A low curve makes some sense for the beginning of the game, but level 28 Pokemon for the 5th Gym Leader screams "underlevelled" to me. Even Chuck's Pokemon are stronger (and fully evolved).
