I'm never even really sure what they intend to promote at these things, considering they're geared entirely towards players who already own the product. Animal Crossing WW has done all WiFi promotions and has recieved much praise for doing so.Nintendo loves real world events because they're an excellent promotion opportunity. At least Elecable and Booburn are still obtainable through regular play, provided you have a GBA cartridge or a friend to farm boost items.

If they won't do Wi-Fi distribution of legendaries, then they should at least let each person receive two of the Pokémon so one can be traded over Wi-Fi. That covers some of the people who can't attend the in-person events.
