Would I like it to? Well...
Not in the conventional way. The game keeps track of how many times you've used splash, you see.
After an absurd number of times you've used it, such as a thousand or several, with nobody really mentioning anything about it, an NPC will react to that.
And give you a price.
Ideally something useless, such as an unique Magikarp form similar to the spiky-ear Pichu. That doesn't evolve nor can be traded.
Beat the Elite Four 1000 times using nothing but Splash and you get a Pikablu.

No I don't think so, Splash's entire gimmick is that it has no effect.

I really don't think so. It's really the only thing that makes it so unique and a funny topic for Pokemon fans. It literally does nothing and that's what makes it special. I really think that I would honestly be sad if they made it do something, even if it just did a small amount of damage.
No I don't believe it will ever gain any effect what so ever. I think the original idea of Splash is just too amusing to change. :-)
