Post Bug + Flying Pokemon can't fly!

I was replaying my pokemon platinum and I decided to use a Yanmega.
Before I evolved it I was going to teach it fly but it wouldn't learn it.
I waited evolved it and it still couldn't learn fly, by now I was really annoyed!
So I decided to get a new bug flying pokemon, I went on to Bulbapedia and noticed that no bug flying pokemon could actually learn fly!

Now i decided to list some pokemon that can't fly that shouldn't and that should:
    Should:
    Gyarados, Jumpluff, Yanmega and Emolga.

    Shouldn't:
Pidgey, Spearow, Zubat, Farfetch'd, Dodou, Dodrio, HootHoot, Tailow, Wingull, Tropious, Starly, Chatot, Arceus, Mew, Pidove, Woobat, Ducklett, Golurk, Rufflet, Vullabey, Hydregion, Volcarona and Genesect.

Know any other pokemon that should or shouldn't fly post down below.

I say that all legendaries that are flying in the movies should learn fly like Dialga.

I think mew should still, after all it's flying in the anime.

I think Kyogre should learn fly since it kinda floats around with you in pokemon HG/SS.

Mew should be able to learn Fly. It's pretty much always airborn; I've yet to see a Mew walk anywhere.

And Golurk should definitely be able to learn Fly. I'd rather zip around the skies on the back of a giant robot than ride around on a dragon or a bird. But that's just me.

Gyarados learning Fly just seems odd, Agreed on the tiny Flying-types though.

Why shouldn't Tropius, Hydreigon, and Volcarona learn fly while tiny Pokemon like Emolga should? That doesn't really make sense. And Jumpluff doesn't really fly so much as floats on the air. Besides, it's way too light to fly.

I do kind of agree that its weird how you can fly on those tiny birds though.

I can see Gyarados learning it before the really small birds/mammals. A Gyarados can carry your weight, while a Pidgey would end up crushed by your bulk. Same with an Emolga. But then again, I'm kinda weird.

Wait, the OP lists Hydreigon and Volcarona, but puts Gyarados and Jumpluff on the should fly list? Am I missing something, because I honestly don't see much of the point there.

I'm more annoyed that a Pidgey can even Fly you at all than that Bug/Flying pokémon can't fly you anywhere. I mean, what kind of screwed pokémon logic would you need to apply to make that even work?

Then again, I really dislike the entire HM system, Fly is not an exception to that.

Yeah, OP, Hydreigon doesn't seem to need it's wings to fly. I'm basing this off it's animation in B/W, which just have it flailing it's wings while levitating. It also has said ability; Levitate. But then of course many Pokemon with Levitate cannot actually fly the trainer anywhere despite obviously being able to physically...

HMs induce so much fridge logic.

Notice the thing that's ironic? Volcarona, a Fire + Bug and Genesect a Steel + Bug are like the only bug types that can actually learn Fly (neither are flying types!) It seems rather weird to me, but then it does kind of have wings despite that. The only one I really like knowing Fly of the ones the OP listed is Woobat. Those things are HUGE.

I dunno about the others, but Volcarona definitely has wings, and it is powerful enough to carry humans while flying.

Yes, it always puzzled me how flying/bug-types can't learn fly. I imagine they did it to preserve balance, though... somehow. I don't know, though.

I'm actually glad Gyarados can't learn Fly, despite being half-Flying type. If it could, however, I imagine there would be a lot of Pokémon fan art parodies of The Never-Ending Story. Also, the reason Emolga can't learn fly is because it's based on a flying squirrel, which doesn't actually fly in real life. It's half-flying typing is probably meant to imply that it specializes in aerial combat, not specifically flying. I haven't finished watching the Anime, so forgive me if I'm wrong, but I think even in the Anime, Emolga is only seen as gliding rather than flying.

I'll agree that all the smaller birds shouldn't learn Fly since they're, you know, small and not that capable of supporting a human, but everyone else on the list I think rightfully knows Fly since it's one of their own natural abilities.

Golurk can fly, as it removes its legs and flies like a rocket. Same as Genesect. But why shouldn't Pokemon like Pidgey and Starly be able to fly? They very clearly have wings, and they can very clearly use them. I don't care if they can't carry a human, they can still fly.
