SO check this out:



That guy in the Center, in comparison to Bill's FRLG sprite.
Looks like a match to me.

Anybody can look like that. It's just a generic sprite.

Bill didn't get a unique sprite?

Um... not quite enough to be sure that he is Bill and no other person.

That actually might be Bill. The character is in a big city, (maybe, if the pokemart in the pokecenter is only for big cities.) there is a new PC, and he would be there to explain it.

Impossible, not only do we never get an explination for the PCs, we get a new "developer" each generation (gen II excluded for obvious reasons). He might just make a cameo though, I think he did in gen III, let me check.

EDIT: Nope, he only appears Kanto and Johto, while only being mentioned in the other games.
