This is probably a generic response, but Suicune. I don't know why, but I love Suicune. :D One of my top ten favorite Pokemon without doubt, and my favorite Water-type.

Too hard to decide; there are so many!

In no particular oder: Poliwhirl, Staryu, Starmie, Marill, Azumarill, Pelipper, Buizel, Floatzel, Slowpoke and Slowbro.

I think all of the water starters and their evolutions are fantastic, as well.

Vaporeon, Lapras, Feraligatr, Lanturn, Kingdra, Suicune, Swampert, Milotic, and Empoleon.

I'll wait more to decide my Gen V favorites.
