    The only reason I can think of, is that they're holding it back or just trolling.

    It's nothing to do with the fact the crime organisations use Dark types because they also use Psychic, Poison and Normal types. I doubt it's because it's seen as an "evil" type, because literally every other type, has been used by a gym leader including Ghost and Poison. It can't be because all pokemon that are Dark type are evil, because it's obvious that a pokemon of any species can have a range of personalities (the Houndoom in "Houndoom's Special Delivery") wasn't such a bad guy.

    So there isn't really any reason why it wouldn't make sense or GF can't make a Dark gym. I'd assume they just want to keep fans speculating.

    My theory is that they just didn't have one for a few generations by coincidence, but after they realized they hadn't had one, they kept it that way as sort of a running gag or something.

    I always felt it was because GameFreak could never decide whether they wanted the type to represent darkness or dishonorable fighting. Either way it's still one of my favorite types and there's been dark users in the Elite Four which is above Gym Leader(at least in rank since later games prove that they're really on the same power level).

    I think it's an oversight since we've had dark type E4 specialists.

    But still, an oversight for what? Ten years?

    OK, in all seriousness there's probably not a dark type gym due to the fact that types like dark, poison, etc are typically used by the main antagonistic group of the generation. They probably do not want to make another connection between the gym and (enter surprisingly common evil, yet highly incompetent, criminal organization here) like they did in the first Gen.
    Based on that logic there shouldn't be poison gyms.

    True. But poison isn't as strongly associated with them. If I were to go through and count how many of each type is used then I'm pretty sure dark types will be on top while posion will be like the fifth or sixth most used

    I think it's possible that the League doesn't allow it because of Dark-types being known for being "dirty". Also, there are no Dark-types in the Kanto Pokedex (Magnemite and Magnezone are part Steel). Also, the Fairy type was added to some Kanto Pokemon.

    It has become a tradition after 4 generations and they realized they had no dark-type leader. A GF tradition is good! I for one am on board.

    DEAL WITH IT people. It's not that bad!! For many years I had to deal with no Bug-type Elite Four trainer when almost every other type had an Elite Four/Champion attached to them.

    It's because Dark-types are "Evil-types" in Japanese version, and they (Game Freak) don't want to make Gym Leaders too "evil".

    My guess is that GF is worried that players might not have access to and/or acquired a pokemon that is good against the dark-type even though it is very likely that a dark-type gym will use predominant dual-type dark pokemon
