Eevee. There are 7 possibilities for it to become in the future, which could potentially be a sign of growth between Trainer and Pokemon. I think I'd love to start out with a pokemon who's future (at least Evolution wise) isn't certain.
I would love a bagon. Would be quite entertaining watching it jump off cliffs trying to fly, then smash rocks into pebbles from frustration (just as long as it doesn't do that to me).Of course the real pay off is its final evolution, the salamence .One of my fav. dragons for sure and a good companion to have so I can fly anywhere I wan tin the world. Strong battler too.
But a less "headachy" starter would be Eevee. One of the cutest pokemon on earth, and it has been proven in the anime that it can be a tough battler in its own right.Plus so many evol's to choose from... dunno what I would do!
Mine would be a Staryu.

Not all those who wander are lost...
A Shuckle so that it won't faint that easily.

Gible Ground type rule plus the whole pseudo legendary thing is a huge plus.

I'd probably end up with a Vulpix. Maybe an Eevee, since it seems the best standard issue starter.
Basically, as much as I'd love a Dragon-mon, I don't believe Dragon types or anything super special or rare should ever be given as a starter, even in RP or the depths of imagination. It seems unrealistic, unfair and silly to me in most scenarios. Eevee or Vulpix it is. :P
