Team Rocket, because they don't attempt to rationalize it. They're pure Chaotic Evil, are concerned only for themselves, and don't have some "greater aim" (beyond maybe world domination). Magma, Aqua, and Galactic all had more of a religious aim than anything else, while Rocket exists for profit.

Though from what I know about Dim Sun, they take a close second, given their plans to generally fuck stuff up in the name of money.

Galactic's actions and attempts/Galatic's reasoning > Rocket's actions and attempts/Rocket's reasoning

basically, Galactic had less reasoning for it's actions/attempts in proportion to Rocket's reasoning for it's actions/attempts (team Galactic is trying to end existence for crying out loud!)

Team Galactic is the most evil in my opinion. After all, Cyrus did try to become a god and he put the world in grave danger.

I agree with a lot of what's being said here; TG was bad, with wildly unreasonable, but also honorable reasoning. TA and TM were both not as much so, though did proclaim noble intentions (But wtf, Archie, we don't have gills you maniac flooding the world would kill us all.)
TR's intentions were for profit, we assume, and therefore, the most 'evil,' having a sin of greed.

team rocket definnitly just the others(magma,aqua and galactic)thought they were helping rocket just did it for $$$$

Galactic... I mean, when you think about it... Ignore Cyrus' plan to rule/destroy the Universe, they blew up a lake, even though it seems like... well, a light offence, they still blew it up.

People keep talking about the lake, but it was minor damage in the scheme of things. The Magikarp even survived it!

Voted Galactic, for this reason basically. Along with not just destroying the universe though, also creating a new universe to rule over with an iron fist after killing off everyone.

Minor damage or not, they still bombed it...

Galactic's obviously the most evil, with their lake-exploding and Pokémon-killing and Leader who was willing to destroy the entire universe, including his own minions.

Cipher's pretty evil too, though. :U

...Wait, when did they kill a pokemon? Experimentation yes, and it's implied in DPA that they have, but in the games? Not saying they're not evil, but that's an odd claim to make.
