I think its supposed to make it so that you can put the ball in your pocket.

Hence the concept name: "Pocket Monsters"

I think what AuraDragonBlade is trying to point out how Pokemon are re-shaped to fit inside the capsules.

It was originally the signature move of Magikarp. To symbolize it's uselessness, I guess.

Rai, I said giving it to OTHER pokemon. Not just Magikarp.

GF gave it to other to annoy us. Not all mons can have great starting moves.
