I disagree. It's coded into the game, it works, it does something. Yeah, it hasn't been released, but it does exist. So I say it should stay.

Since it actually does something and thus isn't a beta item, I say it's canon.
And since Arceus is necessary in another game(HGSS, for the Sinjoh Ruins Event) its canon.
It's canon. TPCi being too lazy to actually release it doesn't make that not so. What I still wonder about is why the Sinjoh Ruins were coded to be activated a second time with a Hall of Origin Arceus. Did they intend to release the Azure Flute at some point after Hg/Ss released, but never got around to it?
My brother actually got an Azure Flute as a Mystery Gift from PBR. Does that count as a release?

Nah, it's not canon. No more than all the other scrapped ideas, at least.
It's canon. It's pretty obvious they wanted to make it an event, unlike Missingno., the Gen II Safari Zone, and the 8th and 9th Sevii Islands.
Even if it was coded into the games, the idea to release it ANYWHERE was obviously scrapped. Except for that one guy who said he got it through PBR (which I doubt because he hasn't replied again).
So my opinion is, since Nintendo doesn't want it to be canon (by releasing it, thus making it canon like Arceus in 2009), it shouldn't be canon.
It's as good as canon by virtue of being the only way to explain how Arceus ended up in the Ruins of Alph and then the Sinjoh Ruins; "fateful encounter" doesn't exactly cut it. The same goes for the GS Ball: The event might not have been carried over to the HGSS, but how else would we explain the fact that Celebi just conveniently showed up in Ilex Forest to initiate time travel?
The only reason Arceus and Celebi were directly distributed is that the Pokémon Company needed to promote the (otherwise luckluster) movies. Had Generation IV lasted longer, I fully believe that both Arceus and Celebi would have had Wi-Fi events much like Darkrai and Shaymin did.
I'd sooner question the validity of the Regigigas event in Platinum. Where did that Regigigas come from? Obviously not from Snowpoint Temple, as there is another Regigigas there for which the Regis are needed (be they the ones from Hoenn or those unlocked through the event in Sinnoh). This is a plothole if I ever saw one, and I dare say that the shiny legendary beasts are even worse. The Pikachu-colored Pichu is acceptable in that Ethan/Lyra could have found it in any number of ways (most notably through the Odd Egg).

The Azure Flute was discovered during the first sprite rips of the game.
Anyone with an AR can hack in the Azure Flute "event" to get the item, then proceed to Mt. Coronet to battle and catch Arceus.
Even if the item is still in the game files, it was never used which is the entire reason I'm bringing this up. Does it existing in the files but not being used EVER, like the Red Chain item, make it canon? It obviously had a purpose and it activated events on Mt. Coronet but it was never officially released unlike all other event items.
