I'd hate to say it, but Typhlosion. It has great SpAtk and Speed, but it has such a shallow movepool, it can't even compete with most special sweepers. I love it to death(it's tied with flygon as my favorite pokemon), but it doesn't have the attacks needed to utilize its full potential. It has some good moves, but they are all physical(besides its fire attacks).

Rotom (#479): Go to Eterna Forest, and enter the Old Chateau. Find the television that is flashing, and interact with it until it asks you if you want to thwump the television. Do so, and Rotom will apear. There is only one, and it is level 15. Either bring low levels or very high ones, and just use Ultra Balls.
Unfortunately, I'd have to say Parasect. A symbiotic relation within the Pokemon world is cool indeed, but unlike others with 4x weakness, there's not much to redeem it....

Fire types in general look cool and have nice attacking stats, but almost no movepool to use those stats with(I'm looking at YOU, Flareon). That's been getting better each gen, thankfully.
Giratina. It looks awesome and has what should be a highly offensive(i.e.: good) type, but it has defensive stats. Despite those defensive stats, it can't even wall properly as its only recovery move is Rest. The hell, Gamefreak? Of course, it's obviously only semi-poor compared to other ubers.
Mightyena. Yes, it was doomed to mediocrity from the start by being the evo of early route vendor trash, but somehow that didn't apply to certain other RSE "vendor trash". Like Taillow. And Ralts.
Most pre-DP dark Pokemon. Sneasel and Murkrow looked awesome, but had piss-poor stats and suffered from Dark general having strong Physical attack despite being a Special type at the time. Umbreon's a great wall, but it can't really attack and that hurt it once we moved on from the GSC era of stall wars. Sableye was a novel idea, but I strongly suspect they made it so unusably mediocre to balance out its weakness-less type. I just covered Mightyena, Sharpedo sorely lacks the ability to take a hit worth jack, Cacturne is mediocre...you're getting the picture. Pity, since I love Dark types.
Arbok. Thankfully, DP gives it something resembling a movepool, but it still has poor stats. Let's just blame the next Pokemon in the dex(Pikachu, fyi) for stealing the awesome that Arbok should have had and leave it at that.
Seviper. Not as bad as Arbok, but why in the name of hell didn't it get the elemental fangs? It's the effing Fang Snake Pokemon! It actually has a good attack to use them with too, assuming it can survive a hit first with its poor defenses and speed.
I could complain about how Poison types turn out in general, but do you really need a third "pretty much all of this type looks great but got shafted in stats and moves" rant?
Shedinja. Absolutely worthless outside of select uber battles. It can probably scrape by in-game, but the abundance of Rock moves, Sandstorm, Ghost moves, and several other things makes it almost unusable in multiplayer battles.
I kinda always thought some of the weaker Pokemon are meant to moreso serve in the games as the RPG's "monsters" per say. I mean, if they made all the Pokemon equal usefulness who would the NPC's use?
