Rohbushin. There is very little in this world that is tougher or more badass than a grumpy, bitter, possibly drunken, grizzled old dude. Especially if they're ripped and weilding god damn cement collumns like walking sticks.
Torterra. He just looks fucking annoyed and ready to kill somebody XD

Metagross the thing looks so pissed off al the time and its a smart as a super computer and tough as hell!

Rampardos can't take a hit, and so doesn't seem tough to me.
Taking a hit and dishing one out, Metagross, Nageki, and Dageki here seem the toughest (Metagross getting the benefit of a high stat total). Swampert deserves mention, I guess. The Regis can all take a hit, and two of those have a decent offensive stat. Assuming we're talking the physical side of things, Regirock should be mentioned.
Shubarugo is tough, and Scizor could be mentioned. (TTar should also be mentioned, though he can't take too many hits from too many of the fighters here.)
As far as look goes, Poliwrath, Machamp, Hitmonlee/chan, Pinsir, Heracross, Blaziken, Hariyama, Infernape (and Empoleon, as well), Gallade, Enbuoh, Roopushin, and Terrakion all loook tough.
Bug, Dark, Fighting, and Steel types covered so far.
