It's more calming and mystical than eerie.
I had no problems with it as a kid.
But now, I'm very sensitive to high frequencies and the eerie drone hurts my ears.

Lavender Town scared me when I was a kid. 9 years old, I think.
I thought the music was okay, but the things that the trainers inside said were strange and I hated the ghost, probably because I first encountered it at night.
"Get out... Get out..."
Lavender Town's my favorite city in the Pokemon World:dodgy:. A cemetery makes up a large portion of my neighborhood, so I guess I can relate:sweatlol:. People are scared of Lavender Town because of the eeriness. The strange music sounds both fretful and grieving. It's almost like the music is composed of the stories of the Pokemon who were buried there:goof:. The whole town seems sad and ominous, which causes some people to conclude that it's evil. There is certainly something off about it, though:uhoh:.
I found Lavender Town a little bit unsettling because of the Gen. I/Gen. III music, but not all that scary.
As an adult I played the games again, revisited them, and a sort of Tim Burton-esque cuteness creeps in after a while.
It's eerie but calming. I like it. Lavender Town is just a quiet little town paying its respects, not some devil's nightmare.
I think it's because it introduced the concept of death as there's a cemetery with those eerie looking mediums and eerie music and eerie ghosts.
It's scary because it's a town about ghosts and ghosts are scary.
I guess people just find the concept of Death and Ghosts spooky. I personally found the ghosts in the tower the spookiest part. For me though it's more sad than spooky with the thing about the Marowak ghost and everything.
I first heard the Lavender Town theme when I got a used copy of Yellow back in 2004, I always found it sad rather than creepy.
It's not so much creepy as it was really unnerving. The music is usually so peppy and then... that :x
I have listened to it, and it is a bit unsettling, but more than anything else it's the creepypasta concerning it that make it 'scary'. Yes, the people.

I like its theme because it is scary, but the place in-game really isn't, IMO.
