For some reason, I think HGSS Charizard looks kind of... momly. Protect-the-nest, hell-hath-no-fury momly, but still looks like a mom.
They all look like gender-neutral "it" to me because they're a species.
I guess a further question would be "why do you see it as one or the other and why do you associate those traits with that gender?"
Women can also be tough, and Charizard looks pretty "could go both ways" for me.
That would be a pretty interesting topic. :)

I absolutely despise the assumption that just because something is "masculine"/"feminine" the default is that it's male/female respectively - granted, certain Pokémon take the biscuit with gender obviousness if only because of humanlike appearance/similarities (we humans do have some of the most obvious physical gender differences to base assumptions on, imo); i.e., Lopunny, Gardevoir, Gallade etc. but when a Pokémon absolutely does not resemble humans that much, why would you use our gender standards to judge its gender?

It is human nature to anthropomorphize. We always make human like assumptions regarding other animals.
We assume their emotions feel like ours, that their facial expressions are like ours (panting dogs often look like they're smiling) etc.
Charizard looks male to me. Recognizing this doesn't make you a sexist or biased.
Typically, people will assume certain characteristics of males and females based on their experiences. That is not bigotry. Bigotry is when we refuse to recognize and respect those who break the categories we create in our mind.
No matter how hard we try, we will always categorize, the question is how we deal with people who break the categories.

I tried to make a point of the fact that I'm aware that we do this by nature. Just because we automatically do it, however, doesn't make it "right" or mean it may well not be as primitive as I personally feel it is. In my mind one of the greatest parts of being a human is the ability to slowly override instinctive habits I feel are limiting or counterproductive within myself, but that's just me. Fair enough if you feel we won't ever be able to stop categorizing so intently; I recognise that as your valid opinion, but I wouldn't like to assume that this is the place for a full blown discussion about whether we should do so. Let's keep this about Charizard, eh?

Looks more male to me with Charmeleon looking more rebellious than Charizard.

Male. The only female we've seen (that we know of) is Charla, and half the time she looks like Ash' Charizard with a bow on. It's only close-up shots that have her eyelashes.
But again that's "that we know of".
I've always seen it as male.
