
The Meganium family. Their stats are pretty good (you just have to sacrifice Speed), and I like the way they look. Sceptile is pretty good too, but when it evolves into its final form, it lost its cuteness. I know that looks aren't everything, but I like it when a Pokemon has good stats AND good looks.

Torterra almost unusable??? Bull, Honey, Bull.
1st thing: Sceptile's single typing actually makes him less useful than Torterra (he can defeat only like three types, Torterra can beat six).
2nd thing: She (i call Torterra a she, because my own happens to female) can win 1st, 3rd (if fully evolved by then), 4th, 6th and 8th Sinnoh gyms Plus Bertha (and partly Flint).
Sceptile can win only 1st and 4th gyms and Bertha (My sister tried once to play her Pearl with Treecko that she traded from her Ruby. She said afterwards that he became soon her lowest leveled Pokémon and it was hard playing the game trough).
And what comes to Hoenn gyms (pity it can't be used in gen III), Torterra nails 1st, 3rd, (4th), 7th and 8th and Champion(s).
Sceptile can only win 1st, 7th and 8th gyms and one partly of Elite Four plus Champion (Eme).
That is not a true measure of its usefulness. Judge them by observing how useful they were in competitive battling in the generation in which they were inroduced. Sceptile was a complete monster in Gen III with its excellent speed and Leaf Blade. Torterra is hardly used in battles in Gen IV. Its has a 4x weakness to one of the most common move (Ice Beam) and is very slow meaning it will almost always be hit first.
My personal favourite has to be Sceptile. Being a Grass/Poison trainer, it was a refreshing change back in Gen3 to get a Grass starter that doesnt have the speed of a concussed snail, and with a very handy ATK stat aswell. Its like it went against all established standards for Grass starters.
My Sceptile is an absolute beast in battle. It even managed to sweep Blaines gym in SS. With a moveset of Leaf Blade, Dig, Giga Drain and Dragon Pulse, its nigh on unstoppable. Its the only Grass starter I have kept on my team after beating the Elite 4.

Scizor has a priority move and an ability that boosts the power of the otherwise weak priority move. Correct me if I'm wrong but few people used Scizor before Gen IV. I'm sure that they used him quite a bit but no where near to its current usage.

Anyway, Sceptile is my favourite because it isn't a slow bulky Pokemon like the other Grass starters and most other grass types. Its quite unique in its own way.
In all objectivity, Venusaur's and Meganium's base 80 isn't exactly slow. They have decent speed, not great speed, but it's far from what I'd call "slow." Torterra, now that's slow (although that's remedied with a Rock Polish)
Also, with the exception of Meganium, all the Grass Starters are known for being some of the top threats in the UU environment in the current metagame, holding their own against the likes of Houndoom, Blaziken, Moltres, Milotic, Mismagius and Arcanine as far as usage is concerned. Hell, Venusaur's number 1 in UU at the moment
