Sceptile's Speed is his only good stat. His Hp, Attack and Defense are just ridiculous and his Sp. Attack is great but not useful, because nearly all good moves he can learn are Physical, only good Special ones being DragonPulse, which is quite good but super-effective against one type only, SolarBeam,which is hard to use without PowerHerb, Hyper Beam, which is good but not super-effective against anything, FocusBlast, which is good but needs to be charged and doesn't work if user's hit by the foe and Leaf Storm, which is pretty useless too for lowering its user's Sp. Attack.
I don't use my Torterra against Water pokemon or any other that can learn Ice-type moves. There are still types she is superior against, because we all know that Steel-, Rock-, Ground-types can learn many great Ice-moves... Plus her Defense makes possible for her to survive damage made by Flying-and Bug-type attacks and so she has a chance to hit back, which is impossible for Sceptile.
Venasaur is a reall good one too

I repeat, Venusaur, Sceptile and Torterra are all major threats in the UU tier.
Torterra is a fantastic tank and can even bypass it's horrible speed with a Rock Polish
Sceptile is a great sweeper that's even getting some use in OU. It's Specs Leaf Storm kills everything that doesn't resist it and some things that do
Venusaur is so awesome in UU (#1 in the tier) that there's even talk of banning him to BL. It's sheer versatility and unpredictability makes him one of, if not the top threat in the tier at the moment.
Hell, Meganium is also a excellent defensive Pokemon, but it's eclipsed by Venusaur, Tangrowth and Leafeon competitively and thus doesn't see more action
As said above, Sceptile should use Choice Specs. He has an excellent Spa of 105. A Choice Specs boosted Leaf Storm from him is capable of killing many of its tiers top threats. Leaf Storm may lower sceptile's SpA but then why do so many other pokemon use it? While he is difficult to use, so is Torterra. I'm not saying that Torterra is useless. Its just that a slow pokemon with a 4x weakness to what is one of the most common moves is quite unappealing. There are so many things that can learn Ice Beam. While Sceptile is unable to take Physical hits, he isn't supposed to. His job is to get in there, cause as much mahem as possible , take out one or two pokemon and switch out or be KO'd. If you manage to get him into the battle safely, he can wreak havoc. He is also the fastest leech seeder in the tier in which he is most commonly used and can be very annoying to the opponent. You are saying that Sceptile learns mostly Physical attacks. While thats true, he is a gen III pokemon where the split didn't exist. He was able to effectively use Leaf Blade which is one of the most awesome grass moves. In Gen III, he was a complete beast. Again, I'm not saying Torterra isn't useful. Its just that I prefer Sceptile because he isn't just another bulky and slow grass type.
And Focus Blast requiring charging and not working if the user is hit? What in the world are you talking about. Thats Focus Punch which Sceptile should never use anyway.
To be fair, Torterra has no business staying in on Special Attacks, especially Ice ones. It's physical bulk is excellent and should be played to that. The only physical Ice type moves it fears are Ice Shard (hardly ever seen in UU) and Ice Punch. Also, if you can say that "if you manage to get Sceptile in safely..." then it should also be assumed that Torterra can get in safely. From there, it can Rock Polish and proceed to sweep the whole tier with STAB Wood Hammer and STAB Earthquake.
Both Pokemon have their merits in battle. Neither is useless. Both can KO some of the metagames top threats. They're both great Pokemon. Can we please stop arguing over who is better?
If Torterra manages to get in safely, then it can be used to great effect. However, its still slow and if it uses Rock Polish, then it has to take another hit. Even after using Tock Polish, there are many Pokemon that can outspeed it and attack it whereas if very few Pokemon can outspeed Sceptile. Torterra is a tank and should be used as such.
And you do realise this thread is called 'Best Grass Type Starter'. Of course people are going to debate which is better.
I've got to go with Smugleaf. Even though B/W isn't out yet, I think Smugleaf is a hundred times cooler than any other grass starter.
All right, have it your way. If that's how you want to play it, then the best one is clearly Venusaur. Smogon is currently discussing weather or not it is too broken for UU and it's gotten several nominations for banning. In fact, Venusaur has been consistenlty BL since Gen I whereas Sceptile dropped down to UU with DP and doesn't seem to be moving from that spot any time soon.
Furthermore, Venusaur is one of the few Pokemon that has the stats and movepool to successfully run all three sweeping types (physical, special, mixed) as well as defensive sets, support sets and SubSeed. Sceptile may be faster at this, but Venusaur can take out opposing Grass types that can otherwise wall the set with Sludge Bomb.
Venusaur has access to moves such as Power Whip, Earthquake, Energy Ball, Grass Knot, Leaf Storm, Double Edge, Return, Sludge Bomb, Synthesis, Leech Seed, Substitute and most importantly Sleep Powder. With it's ability to mix and match these moves into different sets (most of which aren't gimmicks), it is difficult to predict what Venusaur you're facing as soon as it comes out. Therefore, one tiny mistake against it could end up costing you the match. It also has the ability to use Sleep Powder and essentialy take out a Pokemon via incapacitation. In fact, Venusaur is one of the very few Pokemon in the tier that's actually not forced out by it's counters and can, in fact, handle them fairly well given the right conditions. Fact is that a good player using Venusaur will, at the very least, almost certainly cripple one of the opponent's Pokemon and severely damage another before it gets taken out.
Conversely, Sceptile gets destroyed by any physical attack and priority moves and though faster and slightly stronger on the Special side, with a better physical movepool, it's easily counterable by a number of Pokemon, Swellow standing out.
Torterra is slow but powerful, however any faster opponent and Scarfers will destroy it.
Meganium, while good, gets severly outclassed by Tangrowth, Leafeon and Venusaur.
So, in short, Sceptile may be the better sweeper, Torterra the better tank, but Venusaur is just overall better than the two and is actually the best Grass type Starter
