    Water:

    Staryu x3
    Starmie x2
    Articuno x1

    Fire:

    Growlithe: x3
    Arcanine: X2
    Reshiram x4
    Victini x 2

    Fire Energy x 9
    Double Colorless Energy x2
    Water Energy x6

    Trainer:

    Sky Arrow Bridge x2
    Heavy Ball 3
    Cilan x2
    Pokemon communication x 3
    Energy Retrievel x3
    Professor Junipor x4
    Revive x2

    STRATEGY:
My main strategy is to get my bearctic and reshiram out in play as fast as possible. They are both very strong and can be deadly at the start of the game. Both can take hits and they complement each other very good in my opinion. If i don't have either pokemon, that is where my staryu comes in. It is and underestimated pokemon in TCG but can be very strong if played right. If i evolve it into starmie it can do 50 damage with 1 water energy ignoring all effect. It also has no retreat cost so i can switch into a powerful pokemon if starmie is having trouble. Victini is just for quick damage and for its Victory Star ability. Arcanine is also a powerhouse. 3 energy for 70 damage and 2 energy for 30 damage and flip a coin to see if i discard a energy to the defending pokemon. My trainers are pretty self explanitory.

This is my first deck that i will be making and i am looking forward to it. I will appreciate all criticism

Ok, first things first, which beartic, cubchoo, and growlithe are you using? I think I figured out the rest. Im going to try to keep the main theme of your deck in place here, but there will be suggestions.
-2 SkyArrowBridge, your main focus is not basic pokemon, so all you wind up doing is helping your opponents basics retreat
-2 Victini, you wil be better of just using your Reshiram's for quick attacking (plus remember Vicinti only works with a full bench)
-1 Staryu, and Cubchoo; no reason for the extra basic, if you happened to need an extra, you would be better off with your revive
-2 Arcanine, again, you are better served with Reshiram as your main attacker
-3 Growlithe, because Arcanine is gone
-3 Heavy Ball, since the only thing you will be able to search for is Beartic (i think) with Arcanine gone
    -1 Juniper, just a recommendation
-1 Energy Retrieval, also just recommendation

not really sure what your card pool is so...
if you are playing HGSS on
+ 1 ReshiramEX just for an extra heavy attacker
+ 3 Pokemon Collector so you can search for those basics you need
+ 1 Fisherman to get back the energies discarded by Reshiram's Blue Flare
+ 1 Super Rod in case you need to shuffle things from your discard back into your deck
+ 2 Junk Arm to reuse items from the discard
+ 2 Cheren for draw support
+ 2 Eviolites to help beef up your Reshiram
+ 2 Pokemon Catchers to help get threats that are hiding on the bench
+ 1 Switch for help switching if you need it
    - 3 Junipers better substitute
+ 3 Professor Oak's New Theory, you dont have to discard the extra cards (such as energies)

If your card pool is BW on...
    + 1 ReshiramEX
    + 2 Switch
    + 3 Pokemon Catchers
    + 2 Eviolites
    + 2 Cheren
    + 1 Super Rod
+ 2 Level Ball this can search for Staryu, Starmie, and Cubchoo
+ 2 N for some draw support, also can be a big help if you are down 3 to 4 prizes

You can use it in a regular deck, however you cannot use it during the prerelease. Other than that, feel free :).

I really find this deck flawless but a super rod, like Palbert said, would be very useful in emergencies. Then later you can take out the cards you need.
