Where are these scans from, if they're licensed?
It seems like the 4koma are from the same manga, the first Pokemon manga (the 4koma). The art styles are different; some looking like the games and others not (some even had Red with brown hair). A few of the ones I found seem a little.. Odd for Pokemon. Then again they let Pocket Monsters and EtoP slide.
I'm pretty sure they're all licensed products, but which? The second ones are from a quiz book, I think. A JPN one though, and Bulbapedia really doesn't graph the Japanese books besides manga.

I have no idea, but I remember seeing some similar, also from the RGBY days. One had Jigglypuff use "Strength" and another one was Pikachu with Red in the bathtub or something..
I'm highly curious about this and how/where to find more about them. o-o

I saw the second set at sunyshore, they're from a DP Quiz Book apparently.

You know, what with my name in the URL and all (my usual name, obv not my event name)...
Anyway, the comic strips are from a very very old gag manga. I'm not even sure of the name of it! There were a few released, and they're older than PokeSpe and I think older than Pocket Monsters. They came out around the time of the original games.
The second are from trivia quiz books.
And all of these are officially licenced.
