Yes. The setting of the flashback wasn't really important for the story, but it would have been more believable for Salamence and Rayquaza to show up in Hoenn.

You'd think so, but the flashback established that Norman was trying to be a Johto gym leader. Birch suggested that Norman move to Hoenn, but it took years until he accepted the offer.

I got it last week. Since some people tend to get the Pokemon Adventures volumes either the day they come out or a bit earlier if they ordered it online, I figured that someone would have started a talkback thread for volume sixteen by now.
