Nah, I see no need for the gang to get new outfits. As for Dawn, yes, she should've gotten some new clothes, but only for the sake of fairness, since both May and Misty got new clothes when they had their cameos. Frankly though, I don't really care that much about clothes.

What? Ash does get new outfits every new gen which IS usually based on the game hero's outfit (DP outfit was a mix of FRLG hero + DP hero, BW outfit is obviously based on BW hero)

Anyway, I agree with what pretty much everyone said - there was no need for new outfits, except for Dawn which it could be nice to see in a new outfit similarly to Misty and May when they got their next-series-visit
I'm sure the only reason Dawn didn't get new outfit is because they prefer to only use the game outfits for game characters now... Gary last changed to his FRLG outfit, May got her Emerald outfit... but they already used Dawn's Platinum outfit for the snow eps of DP... so they didn't have anything else left
Though there is one feature of her Platinum outfit that they never used - well, not really the outfit itself, but... these... hair clips? not sure how to call these things... in DP they're yellow, while in Platinum they're pink... but I guess it's a too much of a minor detail for them to try bothering XD they could try to make some new anime outfit based on her original one and/or mix it with Hilda/BW2 heroine's cloths (or even just "steal" their outfit as it is)
Maybe they think her current look became kind of symbolic and that people are already used to Dawn looking this way? I don't know... XD
I wonder though - there doesn't seem to be a Contest and it looks as if Dawn came for that tournament... but anyone thinks there's any chance Dawn will change to some new dress or something during that even though it's not a Contest?... probably wishful thinking XD

Permanent outfit changes are really only done for when Ash (and Brock most of the time) switch into an entirely new series, or when a returning character from a previous series is making a cameo. Seeing as Best Wishes 2 is still taking place in Unova and the initial story isn't likely to change much, I don't see the need to give anyone except Dawn new duds, even if they are based on BW2. After all, BW2 is a passage of time from is predecessor. The anime is allergic to the concept of aging characters (and if it actually happened at this point, I'd be pretty pissed because there's no way this short-ass series spans across years while the Kanto through Sinnoh journies don't). So there's no point, really.
In a way I can understand Dawn's issue since she already got to wear her Platinum clothes for a few episodes of DP and those are strictly meant for extremely cold weather, so it wouldn't be fitting for her to bring those into Unova. I suppose the animators and directors were too lazy to come up with an original outfit for Dawn (especially if she's not going to be lasting beyond a few episodes), though it's hard to say that with certainty given that they went out of their way to devote an entire 5 minutes to make Saturated Color-Reversed Paul (aka Trip) instead of just using Cheren.
But... maybe their justifiation for keeping Dawn in her old outfit is to bring back the eyecandy factor. For eight years we had a well-endowed May in bikinis half the time, followed with Dawn and her ridiculous short skirt, and now we have Iris who doesn't offer much of anything in the creepy perv category (you know the people behind the show did this intentionally); just her extremely crazy hair. So maybe the animators just didn't want to part with Dawn's teeny tiny skirt. My theory is perfect.
So yeah. Dawn would've done well with new duds, but BW2 is in reality more like an extention like Battle Frontier was to Hoenn rather than NEXT TIME... A NEW BEGINNING! material. No one got an outfit change in Battle Frontier (just different Pokedexes!), so I can see why the BW clothes are retained for BW2.
Nah, that's only for next gen. I think the reason why Dawn is still using her old DP outfit is because their may still be plans for her in the future.And the possibility of adding her in SSB4 because of her not changing her outfit since anime counterparts aren't allowed.
