I doubt that Ash will really meet Ho-Oh in the future. I always figured that Ash seeing Ho-Oh was just to show that he's special and to keep him motivated to continue on his journey, even if the last time it appeared May was the one who noticed Ho-Oh instead of Ash. Considering that just seeing Ho-Oh is such a rarity, it might be better to just keep it that way instead of Ash being able to meet and interact with Ho-Oh just to keep it special or unique compared to other legendary Pokemon.
It's been too long. If they didn't make it happen then, I don't see why they would do it now. I mean, I didn't even remember this happening.
As for Giovanni, he's been around, albeit, small appearances, but we still seen him here and there; I wouldn't relate Giovanni with Ho-Oh.
I kind of thought this has been put to an end due to it not making an appearance in the last 2 series and so im guessing its been forotten, like the GS ball. I guess due to it being significant to the first episode, it would be a good conclusion to the anime itself, but I cant see it coming back as just a random plot unless there is a johto arc of some sort, which is unlikely...

I also don't think the 'kids who watch now won't know who ho-oh is therefor it won't happen' is a good point to make. It's not like Ash seeing Ho-oh is a major plot that would take time to explain. How hard will it be for him to turn to Iris and Cilan and say "Yeah I saw him the first day of my journey and a few times after that!" or something like that?
