I raised a bagon to level 100, just because I could.
As much as I love the idea of Sceptile, I couldn't get him to work for me the one time I tried using him. It was probably due to bad iv's or nature, or a combo of both but he was so dang fragile and didn't seem to have the attack power to compensate. I think he has been the only starter in a game that I actually dropped before even getting to the E4. Of course I have only tried him one time, I'm sure if I tried with a better nature I would like him more. At least I hope...
The weakest one i probably made lv 100 after hatching was my Cranidos, its now a lv 100 Rampardos, i love that thing. The weakest for ones i caught is most likely my Feebas I caught on Ruby, i maxed out its beauty and it still wouldn't evolve so now its a lv 61 Feebas on my Diamond, now all its doing is taking up space, but i aint getting rid of it, took me so much of my time

Haha! I was wastin' energy on it ( still 8 years old?) when i NEVER taught it other moves than Splash. he SUCKED so much that I released him. Bye Hard Work!

After beating the Elite Four and all the side quests in Diamond I started to pump the levels of my pokemon in my PC up, by making it hold Exp Share, putting it in my party, then challenging the Elite Four hundreds of times using my strongest Pokemons... First it was a Lv2 Bidoof to a Lv100 Bidoof, from Lv1 to Lv 98 Eevee, and Lv5 to Lv 100 Turtwig I traded from GTS and so on... and I'm still leveling up up to this day XD
People say Flareon sucks...yet I raised it from lv 25 (evolved it straight away for Celadon Gym) to lv 55 in FireRed. It helped me beat the Elite Four in its 40's, same with my other guys. The one that really pissed me off was the lv 25 Dratini I got in the Safari Zone. I tell you, that was the hardest raising I have ever done, and only my love of Dragon-types kept me at it...Back to Flareon. I migrated it at lv 55, and for some reason, I kept taking it through the E4, and now it can take down Aaron (Surprise surprise), Lucian, and Cynthia. Except that #&%%#%*% Garchomp. Excuse my language. Flareon is now at lv 100 and I love it to bits.

on my Fire Red I have a butterfree lv61 with gust, toxic, double edge and silver wind, and even battling a pokemon a few levels below and who is weak to bug moves, silver wind does not do enough damage before its knocked out, even gust is pretty bad on fighting/grass types, does not that much damage.
