    I have a question on a bit of trivia mentioned on Fiery Path's bulbapedia page.

    Can someone please tell me the differences between IVs and EVs? Do they have to do with things like attack, sp. attack defence, et?

    EVs are essentially XP points for individual stats. IVs are smallish boosts to individual stats that vary for each individual Pokémon and cannot be changed.

    What time is low tide in RS or pretty much when the tide goes out so you can acess the area with snorunt?

    I'm starting my ruby game again but found my battery has died so I want to set the time to when the tide is low so I can still access snorunt.

    If the battery is dead the time based events will no longer occur.

    Yeah I know. However wouldn't it be stuck on a certain time permanently?

    Since your forced to set the clock at the beginning of the game I thought maybe setting the time at the beginning of the game to be permanently stuck on a low tide would be best since as i said i'm starting the game again.

    That's why I'm asking about what time the tides are.

    The tide changes every 6 hours. 9-2 is High Tide 3-9 is Low tide both AM and PM.

    Red/Blue question.

    The wiki says that a Moon Stone is hidden in the Pokemon Mansion, "Ground floor, in a pile of rubble on the west side of the foyer". Well I have checked every single pile of rubble in the entire floor, and the Itemfinder is being as of no help whatsoever. I just can't find it.

    If you haven't looked here already, you could always try that tiny corner near the end of Mt. Moon, where a Moon Stone is always hidden. (I have a feeling you've already got the ones off Route 2 and the Rocket Hideout.)

    Sorry I can't be of much help, as I never went item-hunting in the first two generations.

    I already got all of the other three Moon Stones and used them.

    And as it turns out, the Moon Stone in Pokemon Mansion is exclusive to FireRed and LeafGreen.

    In Cinnabar Mansion, there should be two rows of "blocks", as you walk in, one row on either side of you. There is a moon stone hidden in the right row. I think it is in the third or fourth block from the top. This is also in Red, Blue and Yellow.

    Ok, I'm sorta needing help with this. If anybody has the knowledge of RNG manipulation ON EMERALD please continue reading.

    My goal; Catch a Shiny Rayquaza
    My current method; soft-resetting

    I soft-reset for 4 days with no luck. I know that it can take much longer but I was fortunate with my last two shinies on LeafGreen and I was reading a bit and I think that it might be possible with soft resetting but I think I may have to alter my method a bit.
    I read that the seed on Emerald is always set to 0 upon resetting and that every identical seed will produce identical frames. There are 60 frames per second. If I approach always within the same 2 seconds I will always trigger 1 of the 120 frames presented in those two seconds. If none of those frames designates a pokemon as a shiny (because of my SID which I cannot determine yet) then no matter what I do I will never get a shiny if I approach within those two seconds because it always resets to 0. Is this true? Also if there are 60 frames per second and 1/8192 Frames dictates shiny then a person would average roughly 1 shiny frame per 2.5 minutes?
    In other words, if instead of approaching at the exact same moment (which has given me no luck for the past 4 days) if I waited a couple of seconds would my chances of getting a shiny increase?

    Yes the RNG from Emerald always will seed from 0. Unfortunately unless you have the shiny frame, and it isnt early enough, you will never get it. You could try waiting and approaching later, but if it isnt a shiny frame, the Pokemon wont be shiny.
