Yes, she can be difficult, but she's certainly not as difficult as everyone claims her to be; there's plenty of ways to demolish her Miltank.
I didn't have trouble with her. I never played G/S but in Soul Silver I beat her with my Oddish and my newly-caught Vulpix pretty easily... And I didn't grind or anything.
I......don't remember having trouble with her jack in GSC. SoulSilver comes around, don't get me started. EVEN WITH GEODUDE AND MACHOP, that f--kin' cow still trounced me. I bought a Flamethrower TM for Quilava just so I could beat that cow.

It was mostly Milk Drink that got me; anytime I got that thing's HP low it was back to square one. It didn't help that my team was entirely male, so Attract was just awful (and I forgot that you can switch out to get rid of it -.-). If I remember correctly I was rather underlevelled as well. :/
See, this is only time where having a female Machop makes sense. :P

Probably because i fight every single trainer AND wild Pokemon no matter which means I'm never underleveled.
In the generation II games Miltank was very tough but in generation IV I defeated it in one battle by using Rock Smash from a Geodude.
I never played Gen 2, but in Gen 4 I got lucky by getting a female Totodile. :)
I never had a problem with her. Or any other trainer, for that matter.
Geodude was awesome in Generation 2. He not only can take full-power Rollouts from that Miltank, but he could easily Rock Throw and Magnitude the first 5 Gyms in the game.
I really did not enjoy the first 3 tries against that Miltank in gen II
But SoulSilver went without a hitch...might have something to do with my new little Heracross...who knows...

That damn thing handed me my @ss. I had an entire male team, and I had Quilava for a starter, and I didn't pick up neither Geodude nor Machop. Rollout... rollout... rollout... KO'd my team so many times. When I got lucky and rollout missed then it was attract that was owning my butt. If it wasn't that then it was Milkdrink.
Only reason that I won is because once I think the rollout missed a bit, and they didn't use milkdrink in time.
My exact thoughts were thank god thats over. Everytime that I face a Miltank, I think back to this battle, which first took place over 10 years ago...
lost almost twenty times with a team of quilava and pidgeotto in crystal.
Still lost 2 to 3 times in gen 4,partly because i didnt know miltank had scrappy,and i tried battling with gastly and quilava.
Then, i started using strategies ingame,which propelled me past her and even red, inspit of my pokes being underlevelled throughout.
Wait, that cow has SCRAPPY?!?! No wonder Gastly went down so easily. Time to grill up them ribs, then.
