No, I did not go mad and compose a fighting team of Wobbuffets. This instead was Team Wobba, dedicated for the sole purpose of catching Latios. Which happily fulfilled their task in under 30 minutes, using up 15 ultra balls and 6 timer balls.
I had been steadily lowering Latios' hp with every meeting until I got it as low as I safely felt. Then I assembled Team Wobba to do the nifty In-and-Out-the-Door trick to lure him to me. I had concocted this trick during my search for the Legendary Beasts on G/S/C, and set about to using it again on Ruby once I realized that Latios still followed their fleeing pattern.
I went into the Mauville PokéCenter and went out the door again, checking Latios' location. Repeating this processing until he showed up on Route 123. I then hopped on the bike and speed onto Route 118, checking his location again. Success! He moved forward as predicted and was on the same route, and encountered after a few seconds of searching. Now sitrus berries were attached to each wobbuffet to give them more staying time, so I simply started flinging balls at Latios (who helpfully kept using Refresh and Protect, o.O;;) until I finally caught him. Yay!
Afterwards I decided to, and did, finish beating the two Master Rank competitions left. The gallery is now filled, curator is very happy, and I've got a Pigeot(?) statue. Current objective now is Battle Tower.
