Feebas isn't that much stratagey. They're in different places on most carts. I think it depends on your popular phrase in Dewford but I'm not totally sure. If you want to find one just fish with the Old rod somewhere on route um 119 right on each tile 3-5 times. Use the Old rod since it takes the least amount of pulls and it's at a lower level and very easy to catch. They're always stay in the same tile (one of 6) unless you change the phrase. Just catch alot so you have alot of chances at Milotic. It took me a few hours to find one.

Actually, I've worked out that between only four of the games (minus a few legends), you can catch them all. Mostly cos I've been doing the Pokedex building in Emerald, and I have access to Colosseum, XD and Leaf Green. Anything that's unique to Fire Red can be got from XD (Growlithe etc).

Look in the grass in different areas

There is no real level on how Feebas evolves to Milotic. Just use pokeblocks on a Feebas that enhances its Beauty. When a certain level is reached, it will hopefully evolve into Milotic.

The pokemon after Relicanth in Numerical Order is Chimeco. Chimeco is found on top of Mt. Pyre on the grasses at the right of the old couples.

You have to do the slow way unless u dont wanna get the pokemons.
1. u can trade and trade back with friends so it says that u have them...
or...
2. look at pokedex and catch them in a slow patient way...
3. unless u got a visual simulator on ure comp so u can cheat in the game (its an gba in the computer... cracked program)

Just evovle every pokemon you have, or breed the ones you don't wanna evolve, then evolve the babies you raised. Then try catching the pokemon you don't have or the rare ones, and buy at least FR or Emerald.

-Make a map of ALL water tiles in Route 119. Do it in a cuadricula notebook (5 mm.). Not needed if you have a superb sense of direction and outstanding memory.

-Hope for some luck of finding Feebas. When you get one, get the heck out of there and vow to NEVER fish there while you're alive... wait, that's what I did. If you REALLY want to, fish as many Feebas as needed be in the same spot...
