the ultimate fire primate
The name rater isn't in Canalave, that's the move deleter. The name rater is in Eterna, in the hotel-ish building next to the pokemart.

Can Rilou breed? I thought it was a baby Pokemon.

Riolu can't, and I despise the "baby" classification being taken literal. The only reason pokemon cards had it was to compensate for the already classified "basic" Pokemon of their card game, yet if it's not classified as a baby on a card, then it isn't by most people's standards. The same can be said about Shedinja being an evolution of Nincada when it is a by-product of its evolution, not its evolutionary form itself.
So to the "real world" Pokemon who has recently hatched out of an egg is a baby Pokemon. For game standards it's a Pokemon hatched out of an egg, has a evolution, but cannot immediately breed.
