    Default Move Levels for Evolutions

    Something that has puzzled me for a while now is that many evolved Pokemon have moves listed as being learnt at a certain level which it is not actually possible to obtain the Pokemon at (since it evolves AFTER these levels); How are these levels found, and what relevance do they have to actual gameplay?

    Those are the levels that are in the actual game coding. Gameplay-wise, it means that they must be taught by the move relearner.
