No, if Geonosect is the star of the movie its obvious Gen 6 won't come out by September 2013. There is no need to promote an old gen Pokemon in the title if a new generation was appearing right after.

With luck they might consider how terrible the Zoroark movie was and focus on the fairly strong ideas the games can give for a Genesect movie. Likewise, considering Zoroark has managed to fall from being an event Pokemon to being directly available in BW2, they could have a better role for Gen 6 Pokemon than promoting something exclusive. It'd be a nice way to introduce the starters, rather than a movie focusing on hard to get legendaries, and be a good way to settle down from the 20 or so that are making up M15.
One thing I'd really like from the movie is to properly show Porygon - there's a fairly key part in how Pokemon could be created in Porygon's existence. Hey, if it's going to include Team Plasma to complete Genesect's storyline, they may as well go the whole way.
Genesect can still be a major character in the movie (as is the case with Kyurem now), but that has nothing to do with the promotion of a new generation.
It is also entirely possible that Genesect will be given a role in the show to justify giving it lesser screentime in the movie (see Meloetta). Alternatively, Genesect may be given a Forme in Generation VI, which would make its role in the movie directly relevant to the game promotion.
Genesect is described as a hunter and has a cannon on his back so he will be hunting some important pokemon in movie 16

Genesect would work. The cannon on it's back looks like it's mounted on what could pass as Genesect's carapace, with Team Plasma modifying it so it can extend and retract via the stalk hoisting it above Genesect's head. It's head is also conspicuously flat at the back, and is shaped like the indent just under the cannon itself.
If that's the case, I think it's pretty clever they've basically taken what a lot of insects do in real life, retracting it's limbs underneath it's shell, and turned a basic defence strategy into something cool.
Just remember folks: footage shown in the teasers very seldom (if ever?) make it into the final product...
