So, let's say someone has appropriated an object. Perhaps some land. This land is under no one's ownership and is not apart of someone's territory. This land is freefreefree to claim and claim someone does from the government. But then some settlers decide that they want this small plot of land and take it, forcing the original owner off the property. Luckily, the owner still has the deed as he runs for the hills.

Ever consider a time-skip between beating the game once and then starting the post-game?
Hoenn doesn't offer much in the post game. FRLG helped rectify this some with the Sevii Islands; Kanto /was/ the post game in GSC/HGSS, Sinnoh's neighboring landmass was then available to explore, and BW had whole routes to explore.
Unless something like the Sevii Islands is introduced, or the region itself is unexplainably expanded...or the whole continent actually suffers a radical

Sinnoh = May cameo, no Misty
Unova = Dawn cameo, no May or Misty (yet, buuuuuut not holding my breath unless the below happens this region and not in the next)
Logical to think unless uber reunion episode:
NEWREGION = Iris cameo; no Dawn, May, or Misty
IF Iris sticks around in the party when Ash hits the new region:
