Breed a usable Bulky Gyarados. That should take awhile considering you have HP/Atk/Def/Spe to worry about, SDef if you want its defenses well rounded.

Well to be fair, P2 and Pikachu (as well as Scyther) aren't listed in Smogon's NFE tier, which I was referring to. But if it makes it better, I have a P2 and I love the virtual ducky to death. :D
