Arceus decided that to create the countless beings in the universe that it created so he made Groudon and Kyogre they constantly created land and water but Kyogre drowned the earth that Groudon created.They fought each other then Arceus created Rayquaza to stop the fight that will ravage their creation after that they stopped and The 2 fell into a deep sleep and Rayquaza continuisly spins in the ozone layer so that whenever they fought again he can stop it
