On Gaining +2 Speed and +1 Attack

This afternoon I was outside. Why I was there is irrelevant, rather what happened

A guy's walking down the street, not doing anything wrong, as are a few other people and a few more are sitting at the bus stop. Anyway, this particular guy is singled out as a car with two cops pulls up behind him. The cop on the passenger side gets out and tells him to get up against the car and put his hands behind his back. Dude does it, and the driver cop gets out. Passenger cop asks dude if he has any warrants for his arrest.

LOLWUT? "Do you have any warrants out for your arrest?"

Do they seriously expect a yes?

Also, they stopped a guy without knowing whether he was doing anything wrong?

Did that really happen? Was he being Punk'd? Unfortunately, that's when the bus got there, so I didn't get to find out how this bizarre event panned out.
