I have a Hail team in Gen 5 that I want to transfer over, but even if I do transfer it over, unless they can get some cool new moves and such, I doubt I'd ever use them.

Just look at the new type chart. Apparently, this isn't the generation for Ice-types.

Ice-types were never really good. Hail teams is just a niche team like all weather teams before Gen 5.

I totally understand you. One of my goals in pokemon was to create the ultimate team of an all ice poke members, but the new chart is so broken that I'm not sure if I will even use once ice type in my team :(
I hope that ice types will get a boost in stats and in moves to compensate for their uselessness.

So i checked the Hail page on Bulbapedia and why don't ice type moves get a 50% damage boost with Hail like fire type moves with Sunny Day or water type moves with Rain Dance? They could do that this gen.

At least we have White Kyurem? The Kyurem formes are the only thing saving the ice types.
